Dear Sir:

For the Bureau's information there are enclosed three copies of a prospectus of the Heimusha Kai [Association of Japanese in America obligated to Military Duty] of Utah dated April 1938 recently found in the possession of XXXXX the subject of SLC File 65-516, XXX-2 lines-XXX.

This office is continuing its investigation of the persons connected with this organization.

"The people of the whole world are acknowledging that the Military operation by our father country in the Chinese incident is really due to unavoidable circumstances. However, in the state of war, we are all Nationals and must be united and recognize our own duties. We are the most patriotic, second to none, but still we are residing in a a foreign country and unable to serve the country of our origin directly. There are many able-bodied men of the fatherland fighting around the enemy. Some are shooting the others with their own human bullets. Others are fighting under the explosives of the bombers and shells and sometimes they are fighting in an infected land. There are many many of their surviving families suffering from sickness and even poverty in Japan. These tragic stories we read in the newspapers every morning and evening, day after day. As you know, tears are unpreventable under these circumstances. All we Japanese brothers are expressing our loyalty to our own country, the war relief, comfort letters and donations. Moreover, we intend to help the war operations to bring the matter of conflict to a conclusion at the earliest date. This is a part of our duty since we are unable to serve in action.

We are able to talk and act proudly every day even though in a foreign country. This privilege, needless to say, would never have been granted for us without the background of Japanese might and power in the world.

We demand you to cooperate with this help to the fatherland in the time of this emergency.


1. The name is Utah Heimusha Kai
2. The temporary office is at Morishito & Company, 124 West First South, Salt Lake City, Utah.
3. Two classes of members.

2. Support

Regular members are from the able-bodied men to 47 years who are eligible for military conscription but deferred. They pay $1.00 each as the War Relief until the end of the incident.

4. All the members besides the members who are mentioned in Section 3 are called support members. They give as much as they wish to.

5. Our task is direct help for collecting the war relief, comfort bags, donations and other things. We have no connections of any kind with political or religious organizations.

6. The expenses of this organization are paid by the regular members.

7. The appointed officers are as follows:

8. The donations should be turned into the Salt Lake City office before the 20th of each month.

9. Changing regulations, officers, and striking of names are made according to the majority's wish.
