Total of 683 open and closed Japanese cases reviewed with the following results:

Seventy-seven subjects are subjects of cases other offices of origin, 79 cases subjects are citizens, 82 cases subjects are aliens and not from material in files considered custodial detention material, 51 cases subjects citizenship status unknown, are not considered custodial detention material, 44 cases are general, not within the previous classification.

Seventy-one cases subjects reported to have left country, 33 cases subjects are aliens, members of the HEIMUSHA KAI [Association of Japanese in America obligated to Military Duty], 193 cases subjects citizenship status unknown, are members of HEIMUSHA KAI, 29 cases citizenship status unknown, are members of HOKUBEI BUTOKU KAI [Military Virtue Society of North America], 13 cases subjects are aliens, members of HOKUBEI BUTOKU KAI.

>From information obtained from a review of the Japanese files in this office, the following subjects are being investigated and are to be considered for custodial detention.

YOSHIKAZU AOYAGI, reportedly a close relative of Lieutenant General KASHII of Japanese Army, also active in the HEIMUSHA KAI.

KAMEKI SAKATA, recipient sake cup from Japanese Consul, also returned to Japan to celebrate 2600th Anniversary of the Founding of the Empire.

TOKUTARO TAKAYANAGI, Director Buddhist Church, Oakland, Calif.

WASABURU SHIKAI, distributor of Japanese propaganda literature in Watsonville, Calif.

KIHEI IKEDA, San Francisco, graduate of Tokio Imperial University, reported to be a relative of ATUO SIGEHARO, formerly Japanese Naval Attache to Brazil.

KANEJIRO SHIMISU, San Jose, Calif., donated 926 yen to Japanese Army in 1940, made trip to Japan from '39 to '41.

RYUSAN HAYASE, Monterey, Calif., reported by ONI to have contributed funds to Japan and to have made Japanese propaganda speaking tours.

Mrs. FUKU ITASHIKI, very actively pro-Japanese.

YOSHIO IWANAGA, Buddhist priest and Director of CHERRY BLOSSOM SOCIETY in Watsonville, Calif.

EIICHI YAMAMOTO, past President of Japanese Association in Petaluma, Calif.

TOSHIO NAKATA, President of Japanese Association, Alameda, Calif.

FRED HIDOTOSHI NITTIN, correspondent for the Japanese American News in Watsonville, Calif., also active in Young Mens Buddhist Assoc.

TOKUYA S. KAKO, Manager of Nippon Company in San Francisco and active in entertaining Japanese dignitaries in the U. S.

Doctor KENSUKE AKIMOTO, President of Japanese Association in Stockton.

TOYOJI INOUYE, Vice-President of Japanese Assoc. of Florin, Calif.

FRANK NAKAHARA, very pro-Japanese, anxious to return to Japan.

GIYOSHI TOMISAWA, former head of Japanese YMCA, recipient of sake cup, one believes subject dangerous but lacks substantiating evidence.

The HEIMUSHA KAI was promoted and developed for purpose of rendering aid to military forces of Japan. A list of members as of 1938 was obtained from ONI. The names of the members appearing on that list is not being set out herein as consideration for custodial detention until their present status and address are ascertained. Upon completion of this, a request for custodial detention of the members will be made.

PEPE. Re Enemy Alien Control. The following summary is exclusive of the original apprehensions and searches made in connection with the original custodial detention list. It includes those searches and apprehensions conducted and made as an outgrowth of individual complaints concerning individual enemy aliens as well as members of those organizations considered as subversive and organized for the benefit of a foreign power and to the detriment of the U.S. These figures include all activities in the offices within the Western Defense Command and are current to and including 12 o'clock noon Sunday, February 15.

Plans for Future Searches.

Seattle. Multiple searches are to be conducted in the vicinity of the Vancouver Barracks on Tuesday, February 17, QORWM Similar searches are being planned in the vicinity of the airport at Dallesport, Washington, and in the vicinity of Wapato, Washington, where there is a considerable concentration of Japanese farmers. Individual searches will be made as the outgrowth of individual complaints.

San Diego. There will be approximately 50 searches and arrests of Japanese made in the San Diego district during the coming week.

Los Angeles. Raids will be conducted in the vicinity of Guadalupe, Santa Maria and San Luis Obispo on Tuesday and Wednesday of this week. During the later part of the week additional members of the Japanese organizations listed in the confidential memorandum from the Department to the Hearing Boards will be made.

Portland. The premises will be searched and apprehensions made of approximately 25 alien Japanese who are members of the SOKOKU KAI in Portland and vicinity on February 18. Spot raids of Japanese premises in Portland living near vital bridges and waterfronts will be conducted on the 21st instant.

Phoenix. Additional spot searches will be made largely upon individual complaints. Efforts are being made to obtain through the game wardens a list of all aliens who have obtained big game hunting licenses. A check will then be made to determine whether these aliens are still in possession of firearms.

Salt Lake City. The premises of 3 alien Japanese who are the subjects of complaints and who reside in the vicinity of Price, Utah, will be searched on February 17. A similar search will be made of the premises of one Japanese near Garfield, Utah on February 19. The premises of 3 Japanese at Ely, Nevada will be searched on February 20.

San Francisco. A total of 207 search warrants have already been issued for the search of Japanese premises in the vicinity of Sacramento, California. These searches will begin on the morning of Monday, February 16.
