In telephonic conversation with SAC Hood in Los Angeles, I advised that according to present indications it will not be necessary to send the 25 Agents in Los Angeles to Hawaii, and inquired in what capacity he was using them at that time. He stated that he has a large squad of men at the Immigration place, has 9 men in the office for complaints and telephone calls and a large number of men at the various precincts yet because they are still bringing in stragglers, etc. He stated that up to that time they had picked up 314 Japanese, 71 Germans and 11 Italians. Mr. Hood stated they have quite a bit of evidence from the Japanese and Germans, particularly the Japanese, and that he has a squad of Agents going through the German evidence. I inquired as to how many of the 25 Agents he could release to be sent to other offices and he stated that he would like very much to keep 15 of them at least a week or 10 days. December 10, 1941 Director Federal Bureau of Investigation Washington, D. C. Dear Sir: Reference is made to telephonic instructions from Assistant Director E. A. TAMM on December 10, 1941, to the effect that I was to communicate with MR. CURTIS MUNSON and inform him that you have been advised by MR. J. F. CARTER of his statements relative to the exhausted condition of Agents of this office due to their overwork at this particular time. Almost immediately after receiving this call from MR. TAMM, MR. MUNSON called me and inquired if we would be able to handle another situation such as we are now handling, and from our previous conversations, I know that he was referring to the apprehension of Communists. I assured him that we are in a position to do so in the same effective manner in which we are now operating while apprehending alien enemies. He stated that the apprehension of this new group was being considered in Washington, and that there was a bottleneck in the Department, and he undoubtedly referred to the Attorney General as he had in his conversations with MR. VINCENT of this office on the occasion of his visit here on December 9, 1941. I assured him that it would be a simple matter for the Bureau to coordinate its activities to the end that the individuals of any group be apprehended. He inquired if this were extended to include the persons in a "B" classification of this group, if it would be too big a situation for us to handle, and I assured him it was not; that there were many departments we had not called on at all in the present situation, and there were many officers to assist us and it would be easy from an administrative viewpoint in the office to handle this situation. It was pointed out that the experience gained in this present activity would enable us to handle a greater volume of it in the future with the same force. I stated that it was necessary to work hard, but that that was absolutely necessary at such a time as this. I advised MR. MUNSON that MR. HOOVER has informed me of a telephone call from MR. J. F. CARTER in Washington, advising that the Agents of this office were in a very exhausted condition and were about to drop from overwork, and that I had informed MR. HOOVER that such a statement was a lie. MUNSON immediately began to attempt to smooth things over and stated that he did not make that statement at all; but his words to me were, "I said they were working very hard day and night, and if any more work is placed on them now it might be too much." He stated this was in order that the Bureau would be enabled to obtain anything in Washington that it desired, and that he absolutely did not mean it in a sense of criticism. He stated MR. CARTER is very well known to MR. HOOVER and believes the Director would understand why MR. CARTER would say that to him. He stated, however, if there were any criticism it should be "pinned on him," but what he was actually doing was trying to give us his help. I advised him that the Agents had worked hard, but were not at all near the exhaustion point -- in fact, almost to a man they had volunteered to continue working when I had instructed them to return to their quarters for some sleep. I could tell from his reaction that MUNSON thought I was in exceedingly good spirits at the time of our conversation. He was aware of the fact that I did not appreciate receiving a complaint about this office from the Director and he requested that I not be angry with him, as he had meant absolutely no harm to this office. After my conversation with MR. HOOVER on December 10, I called MR. MUNSON again at the Biltmore Hotel and informed him that you had severely criticized me, for you had received a complaint that the Los Angeles Office has picked up only half of the individuals who should be apprehended, and if this is the case, I am at fault for not having requested additional personnel from the Bureau. I informed MR. MUNSON that this was not the situation at all, as I had sufficient personnel and had not, therefore, made a request for additional Agents from the Bureau, and those individuals whose names have been furnished us by the Department as being satisfactory subject for custodial detention at this time have been and are being apprehended rapidly. There are but a few outstanding at this time. I informed him very definitely that we can apprehend only those persons whom the Department authorizes be seized; and, therefore, we cannot take any motion against any other group at this time. MR. MUNSON stated that there must have been a misunderstanding about this statement, as what he said was that only half of the persons who should be picked up have to date been apprehended because we have not gone into the citizens group; and it is his impression from what he has learned here on the Coast that the citizens who are disloyal constitute a large group of possible troublemakers in the emergency. He feels that the apprehension of the aliens is only half of the job, and the citizens constitute the other half of it. He was very apologetic for having caused me any difficulties with the Bureau and stated that he was out here to give me whatever assistance he possibly could. He did not want me to misunderstand his purpose and he hoped that I would feel free to communicate with him at any time. Mr. Hood called from Los Angeles to advise that he had talked to Curtis Munson and advised him of the statements which had been made to the Bureau by J. Franklin Carter in Washington, and Munson stated that he had not made any statement that only half of the alien enemies had been apprehended but that what he told Washington was that in as long as the arrests were confined to aliens the job would only be half done. Munson claims that he told Carter that until the F. B. I. was authorized to pick up the dangerous citizens as well as the dangerous aliens, the job would be but half completed and that anticipating this, he thought additional men would be necessary to arrest the citizens when they were authorized. Munson insisted that he did not criticize the Bureau or desire to convey the indication that the Bureau was half doing its work. Munson claimed that he understood clearly that the Bureau was doing only what it had been authorized to do and that he was trying to point out to Washington the fallacy of the Department policy. Subject is reported to be a photographer and water color artist. He came? to the United States, San Francisco, in 1923, employed with the National Historical Society until 1932 in New York and that year was employed on the Crocker private yacht Zaca to take pictures and make water color reproductions of various catches. Well known in Japanese communities in San Francisco and it is known that he was recently contacted by the Japanese Consulate in regard to obtaining a doctor for Consul General Muto. Toshi Kinoshita. Subject is a native of Tottori Prefecture, Japan. His son is a commissioned officer in the Imperial Japanese Army and is now studying at the Imperial Military Academy in Japan. Kizaemon Momii, alias Ikken Momii. Subject is an important leader of the Military Virtue Society of North America and recently began publication of a Japanese weekly newspaper called The New Japanese American News. Editorial column and articles in this paper indicate a very definite Japanese bias. Subject known to be an intimate friend of Toroku Fujii, Terminal Island, espionage subject, having furnished Fujii with a letter of introduction to Rear Admiral Eiji Goto, IJN, at the time of Fujii's visit to Japan in 1940. Shuichi Nakagawa. Subject native of Mie Prefecture, Japan. His son was killed while in action with the Japanese armies in China. A memorial service in the son's honor was held in the Konkoyo Church in San Francisco September 21, 1941. Fukuzo Nakahara. Recent information strongly indicates subject is a close advisor and possibly actual tool of the Japanese Consulate in San Francisco on communication matters. He was recently discharged from the employ of the MacKay Radio and Telegraph Company. Subject is reported to be rabidly pro-Japanese and desires to return to Japan. He has a knowledge of the Morse code and is capable of transmitting by wireless telegraphy. At one time, he assisted Omei News Agency in San Francisco in the work of sending and receiving radio messages. Shohei Nakamura. Subject is native of Yamanashi Prefecture in Japan and was formerly connected with the Japanese publication Pacific Affairs Weekly. He started publication of a weekly sheet in the Pacific Affairs Weekly with both Japanese and English sections devoted to the establishment of a national spirit mobilization of the Japanese on the Pacific Coast. At the present time he is a printer at 1637 Sutter Street, San Francisco, which address is also that of the offices of the New Japanese American News, Pacific Affairs Weekly, and the Pacific Citizen. Yoshimobu Shimanouchi, alias Ryoen Shimanouchi. Subject is native of Saga Prefecture and is a pioneer journalist of San Francisco. He recently served as executive secretary in charge of the compilation and publication of a history of Japanese in America. His son, Henry Toshiro Shimanouchi, is reported by ONI to be a dangerous suspect and now in New York City. Shigeyoshi Obata and Masayoshi Morino attaches of Japanese Foreign Office were in close contact with subject during recent stay in San Francisco. Kiyoshi Tomizawa. Subject is former executive secretary of Japanese YMCA and reported to be the founder of this organization in San Francisco. Went to Japan during 1940 to attend the 2600th anniversary celebration of founding of Japanese empire and was given a commendatory certificate and a wooden sake cup. This subject is believed identical with Tomisawa Kioshi who the Bureau requested to apprehend in teletype dated December 8 last 4-10 AM. Above individuals all reside in San Francisco. Masaharu Hane, address unknown. Subject wrote a series of articles for the New World Sun Daily newspaper on the mission of envoy Kurusu, the theme of which was that if America had been only partially as friendly to Japan as Germany has been, Japan would have reciprocated one hundred fold. He claimed America, in order to gain Japanese friendship, should have recognized Manchukuo and should have ceased giving aid to Chiang Kai Chek. Bureau is requested to immediately advise whether above individuals should be apprehended. Hennessy, United States attorney, Northern district of California, San Francisco, California: "Strictly confidential communication being sent to you shortly contains instructions for giving hearing to and reviewing cases of all apprehended alien enemies. Civilian boards described therein will be set up as soon as possible. Pending institution of that procedure, you or your designated assistant are authorized to immediately conduct hearings in respect to the following individuals in your district who have been apprehended by the Federal Bureau of Investigation and are being held by the Immigration and Naturalization Service. "This group has been classified here upon the basis of available information as the least likely of those apprehended to be dangerous to the safety of the United States. You should provide that a representative of the Federal Bureau of Investigation and a representative of the Immigration and Naturalization Service are present at this hearing to report on the cases and advise in respect to them. Where you deem it advisable, you are authorized to provide for continued detention to require further investigation or to recommend parole or release. Your attention is called to the fact that this procedure will continue only until such time as the civilian boards are constituted. "You are instructed to hear these cases at once, keeping reports on each case and to report to the Attorney General by telegram your recommendation within the next two days. This procedure should not be followed except as specifically authorized by the Attorney General with respect to the individuals herein named or to be hereafter named by him. He is affiliated with Pacific Society of Religious Education. Subject Miyata recently installed radio set in his hotel room, and is a reserve in the Japanese Army. Subject Iseda reported to have been connected with Japanese Consul and Japanese Year Book. ONI reports he was trying to organize Japanese suicide squadron. He has made several trips to Japan. Makes speaking tours. There have been no custodial detention memos submitted on subjects Hata, Miyata, or Iseda. Konosuku Wada, previously reported as taken into custody, had cameras and guns in his possession. He attempted to bribe police officers and agents who arrested him. No custodial detention memorandum has been submitted on him. Tokutaro Takayanagi, director Buddhist Church, Oakland, Calif. Wasaburu Shirai, distributor of Japanese propaganda literature in Watsonville, Calif. Kihei Ikeda, San Francisco, graduate of Tokio Imperial University, reported to be a relative of Atuo Sigehiro, formerly Japanese naval attache to Brazil. Kamejiro Shimisu, San Jose, Calif., donated nine hundred twenty six yen to Japanese Army in 1940, made trip to Japan from '39 to '41. Ryusan Hayase, Monterey, Calif., reported by ONI to have contributed funds to Japan and to have made Japanese propaganda speaking tours. Mrs. Fuku Itashiki, very actively pro-Japanese. Yoshio Iwanaga, Buddhist priest and director of Cherry Blossom Society in Watsonville, Calif. Eiichi Yamamoto, past president of Japanese Association, Alameda, Calif. Fred Hidotoshi Nittin, correspondent for the Japanese American News in Watsonville, Calif., also active in Young Mens Buddhist Assoc. Tokuya S. Kako, manager of Nippon Company in San Francisco and active in entertaining Japanese dignitaries in the U. S. Doctor Kensuke Akimoto, president of Japanese Association in Stockton. Toyoji Inouye, vice-president of Japanese Assoc. in Florin, Calif. Frank Nakahara, very pro-Japanese, anxious to return to Japan. Giyoshi Tomisawa, former head of Japanese YMCA, recipient of Saki Cup. Motomu Kambara, head of Admiral Togo Memorial Society, Sacramento. Tomeso Yawata, recipient of Saki Cup, one believes subject dangerous but lacks substantiating evidence. The Heimusha Kai was promoted and developed for purpose of rendering aid to military forces of Japan. A list of members as of 1938 was obtained from ONI. The names of the members appearing on that list is not being set out herein as consideration for custodial detention until their present status and address are ascertained. GENERAL Expressions of Japanese detainees themselves or of their spokesmen which relate particularly to matters within the scope of a complaint submitted by the Japanese Government, have been received by the Central Office and by officers in charge of the various camps. These expressions are sometimes submitted voluntarily by the detainees or their spokesmen to officers of this Service and at other times are noted in connection with regular censorship of their mail. Numerous copies of such communications are attached hereto, and others are attached to portions of the record where related to a specific charge or a particular individual. Masao Itano, Sacramento, found in possession of camera, short wave radio, portrait lens, spot light and book of instructions on wireless telegraphy, member of Heimusha Kai. Masae Kitagawa, Sacramento, resided with Itano and had access to above contraband. Subject also residing with T. Oda and had access to twenty-gauge shot gun and ammunition, also camera and sword. Subject is official of NYK Lines and admitted it to be subsidized by Japanese Govt. In interview stated that he being citizen of Japan owed allegiance and certain things to that Govt. Kiju Satu, Sacramento, Secty. of Japanese Assoc., questions and interview reveal subject very pro-Japanese and loyalty to US Govt. questioned. Shoei Oda, Reserve officer in Japanese Navy, member of Kanja Kai, Naval Reserve organization and had in possession numerous photographs of other members of Kanja Kai. Dosaburo Takemoto and Hironosuki Morimoto, Sacramento, equipment found in possession at residence of both, 6 cameras, 51 rolls of film, 1 flashlight and reflector, 1 camera tripod, fifty rounds 22-caliber ammunition, 1 telegraph key, 3 pairs binoculars, 19 flashlights, 1 hunting knife. Takae Hamada, Sacramento, found in possession of 6 shotgun shells and 1 dagger, collector for Heimusha Kai and Director of Togo Kai. Subject's loyalty to U.S. questioned. Asiki Okasaiki, Mills, Calif., found in possession of camera, lantern, headlight usable for signaling purposes and 1 large knife. Teitsuke Takahoshi, Sacramento, found in possession of 5 revolvers, 71 rounds of ammunition, 2 aerial bombs, 13 knives, 2 swords, a fencing foil and 6 military uniforms. Jiro Okada, Sacramento, found in possession of 102 rounds of ammunition, 1 pair binoculars, large knife, Director of Butoku Kai, Japanese Naval organization, very pro-Japanese in attitude. Seigo Takai, RFD 2, Sacramento County, found in possession of 5 large knives, instructor for Butoku Kai, very pro-Japanese in attitude. Manki Kusakabe, Mills, Calif., found in possession of 22-caliber repeating rifle. Toyokichi Sadurada, Sacramento, stated that under no circumstances would he fight for U.S. and would do nothing to impede Japanese conquest.
